When perpetrators try to investigate themselves


Does anyone believe that inquires or probes about serious crimes and human rights abuses in Kashmir can come to any conclusion?
What has been the case with Shopian rape and murder case, in Bomai, in Khaigam, in Handwara, all these cases were shoved under the carpet. A fellow blogger Kashmirviews has summed up the Shopian case:
Victims were drowned.
Locals did it.
They had an affair with the policemen
Why did they go to orchid during late hours?
We will launch a probe.
We have arrested 4 (who are not real culprits) in the case.
We will keep them in jail till public anger boils down.
They can genuinely come out on bail, since they haven’t committed the crime, but we wont release them because public will demand real culprit and make our day bad during assembly.
Now that assembly is over, we will release all four guys.
Why is Agha Ashraf threatening hunger strike?
Did he initiate it?
Oh we will hand over the case to CBI since we are unable to solve it.
We will also give a reward of Rs.20 lakh to anyone who can lead us to culprit.

Recently eleven boys, four of them minors were arrested on the charges of stone pelting, they were brutally tortured and police forced them to sodomise each other. Now after hearing this gruesome incident 1st additional district and sessions judge Shakti Gupta immediately ordered the release of these boys and ordered a probe into the matter. The probe will be conducted by SP Hazratbal Maqsood-u-Zaman. Isn’t this a case of perpetrators investigating themselves, can there be a final result. The judge has given a 15 day time limit for the probe, but I can say on the very first day that there cannot be any result of the probe, even if there is any result there would be no prosecution or the culprit may walk away with a small punishment. Has any probe in Kashmir ever resulted in prosecution of the culprits?
